What it pays for and how it works

This approval advances up to $34,595,350.31 of State HHAP Round 3 money to LAHSA to pay interim housing operations from July 1, 2026 through December 31, 2026. Interim housing means shelter beds with services where people stay while they look for permanent housing.

Recommendation 14 of the CAO report appropriates the money from HHAP-3 (Fund 65S/10, Account 10W741, FC-1 Interim Housing Operations and Capital Costs) into three new HHAP-3 accounts in Fund 65S/43. A Bridge Home operations receive $9,105,056, Project Homekey operations receive $9,900,304 and other interim housing operations receive $15,589,990.31. A Bridge Home sites are City-sponsored shelters opened on public land. The per-site list for the advance is in Attachment 5, which was not in the text we could read.

The money pays for services six months after the HHAP-3 spending deadline of June 30, 2026. The report says the City confirmed with HCD that advances for later services count toward the deadline if the advance is paid by June 30. Recommendation 46 authorizes LAHD to process the advances. Recommendation 47 asks LAHSA to send monthly documentation on the advances, such as disbursement reports, general ledger reports, payroll registers and expenditure detail reports. Recommendation 52 directs LAHD to amend the City's HHAP contract with LAHSA (C-200578). The CAO will report to HCD until LAHSA has spent the funds. The report does not say what happens to any advance that LAHSA does not spend or whether interest applies.

Where the money comes from

The Homeless Housing, Assistance and Prevention (HHAP) program is a State of California block grant to large cities, counties and Continuums of Care for homelessness programs. It is administered through the California Interagency Council on Homelessness and the Department of Housing and Community Development (HCD). The City of Los Angeles received $55,575,000 in Round 2 (HCD allocation table dated August 26, 2020), $143,640,000 in Round 3 (dated July 30, 2021) and $143,640,000 in Round 4 (based on the 2022 Point-in-Time count). The Round 3 and Round 4 tables note that no single city may receive more than 45% of the total city allocation.

The CAO report states HHAP-2 and HHAP-3 must be 100% expended by June 30, 2026, and HHAP-4 must be 100% expended by June 30, 2027. As of January 31, 2026, the CAO report's Table 3 shows HHAP-2 expenditures of $43,591,637.06, HHAP-3 expenditures of $81,379,807.78 and HHAP-4 expenditures of $80,610,494.15.

Approved amounts are the most that can be spent, not money already paid. Payments show up later in the City's Checkbook L.A. or the County's expenditure data.
