What it pays for and how it works

This approval advances up to $5,498,438.65 of State HHAP Round 3 youth set-aside money to LAHSA for transition-age youth (TAY) interim housing from July 1, 2026 through June 30, 2027, a full year. TAY programs serve young adults leaving childhood systems or experiencing homelessness on their own.

Recommendation 15 of the CAO report appropriates the money from HHAP-3 (Fund 65S/10, Account 10W745, FC-5 Set-Aside for Youth) to a new TAY Interim Housing account in Fund 65S/43. The report advances a full year for TAY sites, compared with two quarters for general interim housing, so the youth set-aside meets the June 30, 2026 HHAP-3 deadline.

The site list for this advance is in Attachment 5, which was not in the text we could read. The same report separately funds two new TAY sites with $1,344,416 in HHAP-3 under a different recommendation. These are 1933 Magnolia Avenue in CD 1 (49 beds, Safe Place for Youth) and the Oak Tree Inn Homekey site at 17445 Ventura Boulevard in CD 4 (26 beds, Hope the Mission, expected to open May 20, 2026). It also funds a CD 9 youth master leasing program with $1,311,269 in HHAP-3 through June 30, 2027.

LAHD processes the advance (Recommendation 46) and LAHSA provides monthly documentation (Recommendation 47). Our reading of Recommendation 52, which amends the LAHSA HHAP contract, did not find Recommendation 15 among the items it lists. The record should be checked on this point.

Where the money comes from

The Homeless Housing, Assistance and Prevention (HHAP) program is a State of California block grant to large cities, counties and Continuums of Care for homelessness programs. It is administered through the California Interagency Council on Homelessness and the Department of Housing and Community Development (HCD). The City of Los Angeles received $55,575,000 in Round 2 (HCD allocation table dated August 26, 2020), $143,640,000 in Round 3 (dated July 30, 2021) and $143,640,000 in Round 4 (based on the 2022 Point-in-Time count). The Round 3 and Round 4 tables note that no single city may receive more than 45% of the total city allocation.

The CAO report states HHAP-2 and HHAP-3 must be 100% expended by June 30, 2026, and HHAP-4 must be 100% expended by June 30, 2027. As of January 31, 2026, the CAO report's Table 3 shows HHAP-2 expenditures of $43,591,637.06, HHAP-3 expenditures of $81,379,807.78 and HHAP-4 expenditures of $80,610,494.15.
