What it pays for and how it works

This approval transfers $36,179,658 from the City's Unappropriated Balance into the Homelessness Emergency Account so that Inside Safe can finish FY 2025-26 without running out of money. The CAO report projects FY 2025-26 Inside Safe costs of $131.9 million against $88.9 million in available funding after prior-year obligations, a gap of about $36.7 million.

Recommendation 43 moves the money from the Unappropriated Balance line item named Interim Housing (Fund 100/58, Account 580441) to the Homelessness Emergency Account (General City Purposes Fund 100/56, Account 000959). The report describes the transfer as supported by $24.9 million in General Fund and $11.25 million in Encampment Resolution Fund (ERF) money. The ERF portion can pay only ERF-eligible costs. The report says about $11.8 million of the gap is expected to be absorbed within available funding by year-end and will be monitored.

The transfer is one of several related actions. Recommendation 45 releases $8,149,678.71 in FY 2023-24 and FY 2024-25 Inside Safe motel contract encumbrances and returns it to the HEA for ongoing motel leasing. The report also moves $482,436 from the Inside Safe Reserve for reimbursable County-joint operations. Recommendation 40 reduces the HEA by $3,159,903.82 because those staff costs move to the ERF-4-L grant. The report says 18 Inside Safe motels will serve only ERF-eligible participants from about April 1, 2026, which offsets about $5.7 million in local costs this fiscal year.

Where the money comes from

The Unappropriated Balance (UB) is a part of the City budget that holds money set aside without a final spending assignment. Council moves it to departments or accounts later by vote. The source here is the UB line item named Interim Housing (Fund 100/58, Account 580441). The CAO report does not state how much the Interim Housing line held before this transfer or the total size of the FY 2025-26 Unappropriated Balance. The report states the $36,179,658 is supported by $24.9 million General Fund and $11.25 million ERF.
