Interim housing operations, July to December 2026
City of Los Angeles · City of LA homelessness accounts (CAO report)
What it pays for and how it works
This approval advances up to $6,842,737.69 of State HHAP Round 2 money to LAHSA for interim housing operations from July 1, 2026 through December 31, 2026.
Recommendation 12 of the CAO report appropriates the money from HHAP-2 (Fund 64J/10, Account 10V771) into Fund 64J/43 accounts. A Bridge Home operations receive $4,667,160 and other interim housing operations receive $2,175,577.69. The site-level list is in Attachment 5 of the report, which was not in the text we could read.
The advance works the same way as the HHAP-3 advance. HHAP-2 must be fully spent by June 30, 2026. The City pays LAHSA in advance by that date for services in the first half of FY 2026-27, which HCD confirmed counts toward the deadline. LAHD processes the advance (Recommendation 46), LAHSA provides monthly spending documentation (Recommendation 47), and LAHD amends the LAHSA HHAP contract C-200578 (Recommendation 52). The report also uses $262,899.20 of HHAP-2 for LAHSA administration through June 2027, which is a separate amount.
Where the money comes from
The Homeless Housing, Assistance and Prevention (HHAP) program is a State of California block grant to large cities, counties and Continuums of Care for homelessness programs. It is administered through the California Interagency Council on Homelessness and the Department of Housing and Community Development (HCD). The City of Los Angeles received $55,575,000 in Round 2 (HCD allocation table dated August 26, 2020), $143,640,000 in Round 3 (dated July 30, 2021) and $143,640,000 in Round 4 (based on the 2022 Point-in-Time count). The Round 3 and Round 4 tables note that no single city may receive more than 45% of the total city allocation.
The CAO report states HHAP-2 and HHAP-3 must be 100% expended by June 30, 2026, and HHAP-4 must be 100% expended by June 30, 2027. As of January 31, 2026, the CAO report's Table 3 shows HHAP-2 expenditures of $43,591,637.06, HHAP-3 expenditures of $81,379,807.78 and HHAP-4 expenditures of $80,610,494.15.
