Third-party administrator contract
City of Los Angeles · City of LA homelessness accounts (CAO report)
What it pays for and how it works
This approval authorizes the City to negotiate a contract of up to $250,000 with Pacific Secured Equities, Inc., doing business as Intercare Insurance Services, Inc. Intercare will act as a third-party administrator for property damage reimbursement claims from Inside Safe interim housing sites. The City wanted a contractor with expertise in claims adjusting, claims management, secure documentation and data reporting.
Recommendation 38 instructs the General Manager of the General Services Department, or designee, in coordination with the Mayor's Office, to negotiate the contract. The term is up to 24 months within the grant's performance period, and the contract is subject to City Attorney approval as to form. The City received three proposals. A panel of four evaluators scored Intercare highest.
The report does not name a specific account for the $250,000. It states that the Mayor's revised budget for the ERF-4-L grant includes $250,000 for a third-party administrator. The report does not state fees per claim or reporting terms.
Where the money comes from

The revised budget includes $41,816,819 for 18 motel sites, $3,159,904 for staff salaries and fringe benefits and $250,000 for a third-party administrator.
