Inside Safe service providers through LAHSA, January to June 2026, moved to the Housing Department
City of Los Angeles · City of LA homelessness accounts (CAO report)
What it pays for and how it works
This approval moves $24,035,797.52 out of the Homelessness Emergency Account to pay LAHSA's Inside Safe service-provider costs for the third and fourth quarters of FY 2025-26, January through June 2026. Inside Safe is the Mayor's encampment-to-interim-housing program. People move from encampments into motel rooms and other interim sites, where providers deliver case management, housing navigation, food and resident monitoring. Provider budgets are based on up to $110 per person per day.
Recommendation 42 appropriates the money from the Homelessness Emergency Account (General City Purposes Fund 100/56, Account 000959) to an LAHD account named LAHSA Inside Safe (Fund 10A/43, Account 43CC82). LAHD passes it to LAHSA, which pays the service providers. The amount is two equal quarterly payments of $12,017,898.76. Each quarter includes about $10.46 million for the LAHSA-run motel portfolio, $398,990.63 and $436,631.25 for two congregate shelters in Council District 14, and $725,711.25 for LAHSA administration. The two CD 14 shelters are run by Weingart (58 beds) and Union Rescue Mission (53 beds).
The report lists 1,580 available Inside Safe beds. These include 294 rooms at the Mayfair, the two CD 14 shelters and 1,175 rooms at 42 motel sites. It projects FY 2025-26 Inside Safe costs of $131.9 million, of which $76.7 million is LAHSA service-provider costs. LAHSA reported that as of February 28, 2026, 5,808 people had accepted interim housing through the program and 1,431 had moved into permanent housing.
Where the money comes from
The Homelessness Emergency Account (HEA) is an account within the City's General City Purposes Fund (Fund 100/56, Account 000959). It pays Inside Safe costs. The CAO report states that available FY 2025-26 Inside Safe funding authority was $100.8 million, or $88.9 million after prior-year obligations. Actual spending from July 1, 2025 through March 31, 2026 was $56.8 million. Against projected costs of $131.9 million, the report identifies a gap of about $36.7 million, which the same report addresses with a $36,179,658 transfer from the Unappropriated Balance and $8,149,678.71 in released prior-year motel encumbrances.
