Interim housing operations, July to September 2026
City of Los Angeles · City of LA homelessness accounts (CAO report)
What it pays for and how it works
This approval advances up to $4,157,740 of State HHAP Round 4 money to LAHSA for interim housing operations from July 1, 2026 through September 30, 2026, one quarter.
Recommendation 23 of the CAO report appropriates the money from HHAP-4 (Fund 66C/10, Account 10Y781, FC-1 Interim Housing) into Fund 66C/43 accounts. A Bridge Home operations receive $2,943,432 and other interim housing operations receive $1,214,308. The site list is in Attachment 5, which was not in the text we could read.
HHAP-4 has a later full-spending deadline of June 30, 2027, so the report advances only one quarter from this round. The report says HHAP-4 covers only the first quarter of FY 2026-27 services and does not identify the funding for later quarters. Recommendation 46(b) allows further FY 2026-27 advances subject to the City's contract and advance payment rules. LAHSA provides monthly documentation (Recommendation 47). The same report uses other HHAP-4 money for hygiene trailer replacements at three CD 2 Tiny Home Villages ($1,257,657), General Services Department interim housing maintenance ($100,000) and LAHSA administration through June 2027 ($687,100.80).
Where the money comes from
The Homeless Housing, Assistance and Prevention (HHAP) program is a State of California block grant to large cities, counties and Continuums of Care for homelessness programs. It is administered through the California Interagency Council on Homelessness and the Department of Housing and Community Development (HCD). The City of Los Angeles received $55,575,000 in Round 2 (HCD allocation table dated August 26, 2020), $143,640,000 in Round 3 (dated July 30, 2021) and $143,640,000 in Round 4 (based on the 2022 Point-in-Time count). The Round 3 and Round 4 tables note that no single city may receive more than 45% of the total city allocation.
The CAO report states HHAP-2 and HHAP-3 must be 100% expended by June 30, 2026, and HHAP-4 must be 100% expended by June 30, 2027. As of January 31, 2026, the CAO report's Table 3 shows HHAP-2 expenditures of $43,591,637.06, HHAP-3 expenditures of $81,379,807.78 and HHAP-4 expenditures of $80,610,494.15.
