What it pays for and how it works

This approval lets the City spend up to $6,457,166 of Measure A Local Solutions Fund money on continued operations of Project Homekey sites from July 1, 2025 through June 30, 2026. Project Homekey sites are former hotels, motels and similar buildings acquired with State Homekey grants and used as interim or permanent housing for people experiencing homelessness. The money pays site operations.

Recommendation 30.b of the CAO report moves the money from the Measure A Homelessness Program account in the General City Purposes Fund (Fund 100/56, Account 000A30) to an LAHD account for 2025-26 Project Homekey Operations (Fund 10A/43, Account 43CC30). LAHD then amends its Measure A contract with LAHSA (Contract C-202658) under Recommendation 53. LAHSA administers the sites.

The Measure A section does not list which Homekey sites receive this money, their bed counts or their operators. The report references Attachment 7 for the allocation detail. The same report separately funds Homekey operations for July to December 2026 from HHAP Round 3, which is a different fund and period.

The County reimburses LSF spending after costs are incurred. This amount is one of three pieces of the City's $54,929,640 FY 2025-26 LSF allocation. The other two are Tiny Home Village operations ($42,979,510) and LAHSA administration ($5,492,964).

Where the money comes from

Measure A is a countywide half-cent sales tax for homelessness services and affordable housing. Los Angeles County voters approved it in November 2024. It took effect April 1, 2025, and replaced the Measure H quarter-cent tax. The County describes it as generating over $1 billion a year. Sixty percent goes to Comprehensive Homelessness Services, and 15% of that share is set aside as the Local Solutions Fund (LSF) for cities, Councils of Governments and unincorporated areas (County Measure A page).

The countywide LSF is $96,363,000 for FY 2025-26, approved by the Board of Supervisors on March 25, 2025 (County Local Jurisdictions page; the April 2025 County info session lists $96,363,637 as the projection). The CAO report states the City of Los Angeles expects $54,929,640 of the LSF for FY 2025-26. The allocation formula weights 90% on a multi-year average of the Point-in-Time homeless count and 10% on Census data on families with income under $10,000 (County Local Jurisdictions page; FY 2026-27 LSF Guidelines).

For FY 2026-27 the countywide LSF is $96,967,000 and the City of Los Angeles allocation is $54,725,738 (FY 2026-27 LSF Guidelines, Table 3). The CAO report states LSF is paid on a reimbursement basis and up to 10% may be used for administration. The County Department of Homeless Services and Housing administers the LSF agreements.
