Adding the three governments together
Money is counted more than once as it moves from the state to the County to the City. The County's budget includes $11.7 billion of state aid, which is also in the state's budget. Adding the three per-resident numbers would count that money twice.
Two ways to count taxes per person
Per resident average: a government's total budget divided by its population. This measures the size of the government. It is not what an individual pays, because the total includes money from businesses, tourists, state and federal grants and property owners outside the household.
Tax receipt: the total of taxes paid directly through shopping, gas, utilities, property, a car and income tax. It is closer to an individual's share, but it leaves out taxes paid indirectly, such as property tax included in rent or business taxes included in prices.
