17 core HIV care services contracts (sole-source amendments)
LA County · Public Health
What it pays for and how it works
This action extends 17 Department of Public Health contracts for core HIV care services from March 1, 2026 through February 28, 2027, for a total of $8,703,880. The contracts are sole-source amendments. They bridge the gap while Public Health's Division of HIV and STD Programs completes new solicitations, so that clients do not lose services. The division oversees about 146 contracts across 26 service categories.
Oral health care receives $6,679,657 across 11 contracts. These go to AIDS Healthcare Foundation ($782,157), AltaMed ($280,000), APLA Health & Wellness ($1,085,000), Dignity Health St. Mary Medical Center ($560,000), East Valley Community Health Center ($137,900), El Proyecto del Barrio ($140,000), JWCH Institute ($686,000), Northeast Valley Health Corporation ($243,600), UCLA ($1,155,000), USC ($1,400,000) and Watts Healthcare ($210,000). Mental health receives $1,017,883 across 5 contracts, to AIDS Healthcare Foundation ($429,958), AltaMed ($161,076), JWCH Institute ($240,705), Northeast Valley Health Corporation ($82,988) and Special Service for Groups ($103,156). Legal services receive $1,006,340 through one contract with Inner City Law Center. Legal services cover matters such as denial of public benefits, tenant rights, immigration status and debtor-creditor conflicts.
Oral health and legal services contracts are paid against approved line-item budgets through invoices and cost reports. Mental health contracts are paid fee-for-service using a pricing sheet. Each contract sets goals for unduplicated clients by site. The Director may extend the contracts through June 30, 2027, adjust budgets based on available federal, State or County funds, and roll over unspent funds if the grantor allows. The Director may suspend or terminate for noncompliance, or terminate for convenience with 30 days' notice. Public Health says the allocations follow the Commission on HIV's recommended funding levels. Public Health notified the Board on November 17, 2025, later than the six months' notice required by Board Policy 5.100. The Board item (Item 32, File 26-0809) passed 3-0. Supervisor Horvath recused under Government Code 84308 and Supervisor Solis was absent. The letter states there is no net County cost.
Where the money comes from
Ryan White HIV/AIDS Program Part A is a federal grant from the Health Resources and Services Administration (HRSA) to metropolitan areas heavily affected by HIV. It pays for medical and support services for people with HIV. The Board letter states these contracts are 100% funded by Part A. HRSA's FY 2024 allocation report lists the Los Angeles area Part A award at $42,775,946, plus $3,672,927 in Minority AIDS Initiative funds, for a combined $46,448,873. The FY 2025 and FY 2026 Los Angeles awards were not found. The Board letter cites continued uncertainty about federal Part A funding and pending revised federal award notices.
