Reallocation among three Partnerships for Families contracts
LA County · Children and Family Services
What it pays for and how it works
This action shifts $2,008,015.23 a year among three Partnerships for Families (PFF) contracts run for the Department of Children and Family Services (DCFS). PFF provides short-term home visiting to strengthen parent-child relationships for families with children ages 0 to 5. The goal is to strengthen family protective factors and prevent new or repeat child protective services involvement. The program has eight Service Planning Area contracts and two countywide contracts serving American Indian and Asian Pacific Islander families.
The money became available because Children's Institute, Inc. asked to end its PFF contracts in SPA 6 and SPA 8 effective December 19, 2025. DCFS moves those service dollars to three other providers effective March 1, 2026. Para Los Niños receives $535,779.86 for SPA 6. The Help Group receives $367,673.22 for SPA 6 and $793,832.05 for SPA 8, a total of $1,161,505.27. Human Services Association receives $143,685.16 for SPA 6 and $167,044.92 for SPA 8, a total of $310,730.08. The three contractor totals in the packet add to $2,008,015.21, two cents below the stated total.
The PFF contracts began January 1, 2023, with four optional one-year extensions through December 31, 2027. In December 2022 the Board gave DCFS authority to increase contracts by up to 50%. This request exceeds that limit, so it required a Board vote. The Board item (Item 31, File 26-0808) authorizes the DCFS Director to execute the amendments, with later increases of up to 50% and notice to the Board within 10 business days. The vote was 4-0, with Supervisor Solis absent. The records do not state the payment method, performance measures or number of families served.
Where the money comes from
The CEO agenda review packet states PFF is funded 100% by 2011 State Realignment and is included in the DCFS FY 2025-26 adopted budget. 2011 Realignment is State revenue, from a dedicated share of sales tax and vehicle license fees, that the State shifted to counties in 2011 to pay for programs including child welfare services. The size of the County's 2011 Realignment child welfare allocation was not found.
