What it pays for and how it works

This action approves a new 10-year, 6-month lease for Department of Health Services (DHS) offices at 1000 South Fremont Avenue, Alhambra, Building A9 East, Suite E9600. The landlord is ELITE-TRC Alhambra Community LLC. The space is 16,395 rentable square feet on the sixth floor, with 88 parking spaces. The estimated total cost over the term is $8,030,000, including rent abatement, parking and low-voltage items.

DHS has been at this location since December 2017. The prior joint DHS and Public Health lease expired December 11, 2025. The space houses DHS's Ambulatory Care Network Patient Access team (about 150 staff), the Central Contact Center and Nurse Advice Line. About 55 Ambulatory Care Network administration staff will move in from 350 South Figueroa Street. DHS says closing the Figueroa lease saves about $750,000 a year. About 205 staff share 85 workstations.

Base rent is $3.00 per square foot per month, or $590,220 a year, with fixed 3% annual increases. The estimated first-year base rent is $591,000. Rent is abated by $24,592.50 a month for the first 12 months, about $296,000. Parking costs $96,000 a year (66 spaces at $80 a month and 22 reserved spaces at $85). The first-year total after abatement and parking is $391,000. The landlord pays for six new private offices, carpet and furniture up to $30,000. DHS pays up to $119,000 for low-voltage work in a lump sum.

The Acting Chief Executive Officer signs the lease. The County may cancel any time after year eight with 120 days' notice by paying the unamortized tenant improvement cost, capped at $147,525.73. There is one five-year renewal option at fair market rent. The Board item (Item 25, File 26-0859, Supervisorial District 1) passed 3-0. Supervisor Horvath recused under Government Code 84308 and Supervisor Solis was absent.

Where the money comes from

The Board letter states the lease is paid from DHS existing resources in its current budget, with no additional net County cost. First-year rent is in the FY 2025-26 Rent Expense budget and billed back to DHS. Later years go through DHS's annual budget process. No separate fund size applies.
