What it pays for and how it works

This action approves a 10-year gratis (rent-free) lease amendment that lets the Antelope Valley Domestic Violence Council, Inc. keep operating the Valley Oasis Shelter on County land at 1150 West Avenue I, Lancaster. The term runs December 11, 2025 through December 10, 2035. The $60,000 is not a payment. It is the most the Acting Chief Executive Officer may waive in past-due holdover rent owed since the previous lease ended.

The Council has operated the shelter since 1981. It is a 24-hour emergency shelter for domestic violence survivors, offering counseling, shelter, food, clothing, transportation and legal help. It has 65 beds and serves about 330 people a year, including men, women and children. It also runs a transitional housing program. The site is about 160,000 square feet of land with bungalows and other buildings of about 17,000 square feet.

The lease history dates to a 1994 license agreement. Lease COL-462 began December 11, 2001, and amendments extended it to December 10, 2025. After that date the tenant was on month-to-month holdover, with rent at fair market value of not less than $20,000 a month. Amendment No. 3 waives holdover rent from December 11, 2025 to execution, up to $60,000, and removes the holdover rent requirement going forward.

The tenant pays all maintenance, repairs, utilities and possessory interest taxes, a new $1,000 annual inspection fee and updated insurance. The County inspects twice a year. The lease ends automatically if transferred to a non-nonprofit. The Board acted under Government Code 26227, which allows the County to provide property to nonprofits for programs that meet social needs. The Board found the lease serves a public purpose and the property is not needed for County purposes. The Board item (Item 26, File 26-0851, Supervisorial District 5) passed 4-0, with Supervisor Solis absent.

Where the money comes from

No County fund pays for this action. The Board letter states there is no fiscal impact other than waiving up to $60,000 in holdover rent. The record does not estimate the rent forgone over the 10-year gratis term.
